La eclosion juntera acaecida en los reinos patrimoniales de los Borbones espanoles durante la crisis politica que se inicio en 1808 fue una ruptura legal de las instituciones vigentes. Las propias juntas de gobierno fueron una innovacion sin antecedentes que obligo a los abogados indianos a emprender un proceso de restauracion de la legitimidad para los nuevos gobiernos. Los colegios constitucionales fueron la solucion viable en el nuevo espiritu liberal, y de ellos emano la nueva agenda politica para los gobernantes republicanos.
