Tension between Unique Health System and Assurance System is a reality in almost all Latin America, with prevalence in countries like Colombia. A tension almost permanent between the Fundamental Right to Health and The Private Insurance. First one based on focus of inalienable, universals and inherent rights to the human person, preponderating mostly in collective and public health; and the other ones based on market premises cost-benefit, “universal” coverage, Limited service plans, exclusions, copayments, prorated and recovery fees, logics settled down in the private insurance and the person’s affordability, and logically all kinds of access barriers in order to maximize incomes and make profitable health business.
