Child sexual abuse and the prevention policies and programs are addressed, understanding that it is a crime of high social sensitivity and a clear violation of the human condition and rights of children and adolescents. This research assesses some visible actions in the Department of Santander, and the city of Bucaramanga that are socially involved in the problem of child sexual abuse. Different orientations are analyzed and the need for an emphasis on the rights, differential and gender perspectives approaches are proposed, with special consideration for the population group of childhood and adolescence. Another conclusion is that policy processes examined show a loss of energy, resources and institutional effort at the time of planning policies and programs, thus reducing the chances of a better implementation.
