espanolSe presenta el diseno de un sistema para el manejo de la calidad del aire: caso Cali – Colombia. Este sistema facilita a las partes interesadas establecer politicas de emision e inmision de contaminantes atmosfericos de fuentes moviles y fijas, definir las prioridades ambientales y sanitarias y adoptar las estrategias para reducir su deterioro. Se utilizaron tecnicas de gestion ambiental como la evaluacion del riesgo para identificar las fuentes de emision, evaluar el nivel de emision y concentracion de contaminantes atmosfericos, estimar su efecto en el aire y poblacion y valorar las acciones apropiadas para reducir las emisiones atmosfericas y se estructuro con base a lo establecido en la norma ISO 9000-2008. El sistema permite de una manera integrada y simplificada articular las medidas de control para obtener informacion de los efectos en la calidad del aire y de la poblacion expuesta considerandolas condiciones tecnologicas, juridicas y organizacionales de la zona de estudio para adoptar acciones que permitan su mitigacion. EnglishThis research presents the design of a system for air quality managing: case Cali - Colombia. This structure facilitates to the interested parts to establish policies of emission and unmission of atmospheric pollutants of mobile and stationary sources, to define the environmental and sanitary priorities and to adopt the strategies to reduce his spoilage. It was used concepts of environmental management were in use as the evaluation of the environmental risk for identifying the emission sources, for evaluating the level of emission and concentration of atmospheric pollutants, for estimating his effect in the air and population and for valuing the actions adapted to reduce the atmospheric emission. Equally, there it was use concepts of management of the quality. The structure allows in a simplified way to articulate the control measures to obtain information of the effects in the quality of the air and of the exposed population considering the technological, juridical and organizational conditions of the zone of study.
