The development of strategies and mechanisms for territorial integration is of great importance for the municipality of Palestina and can be extrapolated to other municipalities that, like Palestine, have been the object of the implementation of macro-projects of regional importance, without adequate planning and articulation to the context and the municipal characteristics. The re-significance and recovery of the leading role of the territorial component as a space of specificity and identification, forces us to rethink cities as actors within a region and look beyond its limits; Thus, it is essential to conceive and implement a new generation of regional policies, as a consequence of the functional and spatial effects of globalization and endogenous development strategies to adapt to its changes. These challenges for cities imply organizing the development process and creating the appropriate institutional framework for their development and territorial integration as a result of strategic agreement between the state, the market and local civil society. Sustainable local development and participatory democracy are the irreplaceable conditions of the new development models on a human scale that are emerging in the world, based on the particular conditions of each territory and the potential ones, which can make it competitive compared to other economies territorial. The research work was structured from the characterization of the unit of analysis, starting from the regional, to later make a balance and conclusions. The work started from the characterization of the unit of analysis and its diagnosis, from the dimensions of environmental and physical-spatial development; later the conceptual, contextual and referential frameworks were structured and a research methodology was conceived. Finally, the proposal for the integration of the Santagueda and Arauca suburban areas to the head of the municipality of Palestina was formulated and the conclusions and acknowledgments of the investigation were drawn up. The guiding ideas of the development theory that served as structuring axes of the work were regional development, local development and endogenous development, all of them framed within the concept of sustainable development The methodology adopted for the collection and analysis of information that allowed answering the research question was the map overlay technique. On the basis of some basic functions, from a series of initial maps and through the application of analytical reclassification functions, intermediate work maps were obtained that enabled the elaboration of a final map that contains the solution to the problem posed. In summary, it was a GIS methodology.
