Globalization, as a contemporary phenomenon of extraordinary development of information and communication technologies (ICT), has involved significant cultural changes, linked to the “informatics culture”. However, the majority sectors of the population are excluded to access and develop in this culture, expanding the so-called digital gap or as an expression of social inequality. In this article, reviews the University College as an institution that is a partner and is interested in technology business operations, i.e., a stakeholderor conglomerate with social responsibility influence decisions for the existence and development of access to (ICT), since in the Americas region should aim to include communities considered vulnerable - such as Ciudad Bolivar in Bogota- Colombia - in the knowledge society, so that the democratically articulate from technology to academic life, productive, and cultural.
