Se realiza una revision del concepto de “calidad” por varios autores y se resalta la defi­­nicion de Calidad en salud de Avedis Donavedian. Se presenta la normativa del sistema de garantia de calidad en Colombia y se examina la percepcion de los actores diferentes actores del sistema.Luego, en una revision de las diferentes reformas al sector salud en Latinoamerica, se destaca que han tenido como eje central la mejoria del sistema a partir del aumento de la cobertura o fortalecimiento del financiamiento. La reflexion plantea la necesidad de realizar reformas de fondo, centradas en procesos orientados a introducir cambios sustantivos en las diferentes instancias y funciones del sector con el proposito de aumentar la equidad en sus prestaciones, la eficiencia de su gestion y la efectividad de sus actuaciones y, con ello, lograr la satisfaccion de las necesidades de salud de la poblacion, con el indispensable acompanamiento de la academia, como un articulador del conocimiento en la sociedad.Palabras clave: Calidad, sistema de salud, reformas.AbstractThe authors review the concept of quality by various authors, highlighting the definition of quality in health Donavedian Avedis. We present the rules of the quality assurance system in Colombia and discusses the perception of different actors in the system.After a review of the various health sector reforms in Latin America, stands which have had the axle, the improvement of the system from the increased coverage or strengthen­­ing of financing. The run raises the need for fundamental reforms, focusing on processes aimed at introducing substantive changes in the various sector entities and functions in order to increase equity in their performance, their management efficiency and effec­­tiveness of its actions and thereby achieving the satisfaction of the health needs of the population, with the indispensable accompaniment of the academy, as an articulator of knowledge in society.
