This work aims to analyze the thinking and action of Bolivar on proposals and actions of Independent Neogranadinos between 1810 and 1816 that were divided about federalism and centralism. Bolivar opted for a centralist po- litical proposal in the context of war, social ambiguities, the vastness and diversity of the territory and the international circumstances; parallel, opted for democracy in the social realm.
