The object of this paper is to depict how the development of the concept of autonomy fixed in the articles 1 and 287 of the Constitution, has been contradicted by the procedure transference of resources to regions, especially due to the management of them. This situation has arouse that the original concept know as territiorial autonomy established in 1991, is wholly different to the notion stated by to date´s legal and case law development.
