RESUMEN La autonomia universitaria ha sido una conquista del movimiento universitario a traves de la historia.Pero su introduccion, como texto en los marcos constitucionales, no ha sido sufi ciente paraevitar su vulneracion por autoridades academicas y administrativas siempre proclives a respetaren teoria las normas, pero irrespetarlas en la practica. La autonomia como rasgo funcional del enteuniversitario, no le concede a la Universidad un ambito ilimitado de competencias, ya que en todaentidad publica, como perteneciente a un Estado de Derecho, esta sujeta a limites y restricciones, y,ejerce sus funciones dentro del campo prefi gurado por la constitucion y la ley.La precariedad de la autonomia universitaria incide de manera muy poco convincente sobre lainvestigacion cientifi ca en la universidad colombiana. Por un lado, al negar los recursos sufi cientesque esta actividad requiere como consecuencia logica de las defi citarias partidas presupuestalespara investigacion; por otro al establecer politicas restrictivas, fi scalistas, normativas y excesivamenteformalistas que la convierten en la nodriza de los planes gubernamentales, como elemento desimple maquillaje y decoracion y por la insufi ciencia cronica de recursos publicos y privados paraalentar su crecimiento y sus procesos de desarrollo cualitativo. ABSTRACT: University autonomy has been a conquest of the university movement through history. But itsintroduction, as text of the constitutional framework, has not been suffi cient to avoid the infringementby academic and administrative authorities always likely to respect rules in theory but not inpractice. Autonomy as a functional trait of the university entity, does not grant to the University anunlimited fi eld of competence, because as in all public agencies, as belonging to a rule of law, issubject to limits and restrictions, and exercise their functions within the fi eld foreshadowed by theconstitution and the law.The precariousness of university autonomy affects the scientifi c research in Colombian universities.On one hand, by denying suffi cient resources to this activity, the result is the defi cit budget allocationsfor research. And on the other hand, by establishing policiesthat are restrictive, fi scalist, andexcessively formalistic,that make it the mother of government plans, as an item of simple makeupand decoration and the chronic shortage of public and private resources to encourage their growthand qualitative development processes.
