The document focus on the state modernization, it tries to give some insides about the necessary structures of the new Colombian state. Additionally, it pretends to elucidate the law role on the conformation of this new state. This last approach concentrate on Administrative law which appears to be highly affected by the changes that have been operated among the Colombian public institutions.
