This paper describes part of a major research that was developed by the Center of Development Studies at the Universidad Central de Venezuela and the Sucre Campus of Universidad de Oriente. This research was oriented to the consolidation of an innovation in a local system of Basic Education through a project for institutional change (School Management). The investigation that we present on this occasion has as its central axis, to inquire about the activities that were carried out, the developed strategies, the participants that were involved, the performing time and the resources used for the development of the School Management Project in 9 schools of Sucre Municipality in Sucre Sta te. This project uses as its methodological strategy, the creation of learning labs and workshops that were designed to promote team work and learning, through active involvement in the process of analyzing complex, uncertain and troublesome situations, while generating directions and engagements which allows participants to approach to a shared overview of reality. Therein, the evaluation of the process takes into consideration learning output and the changes that can be observed in the practice and in the relationships that the actors daily build up in their institutions. The results show that there have been significant changes in the organizational running of the school, the infrastructure, the relationship with the environment, the institutional culture and the management technology.
