Esta investigacion realiza un analisis y propone un diagnostico sobre el modelo actual de difusion del sistema publico de servicios sociales espanol empleado por las Administraciones publicas espanolas a partir de las percepciones de los agentes que participan desde las instituciones publicas productoras de servicios sociales: politicos, coordinadores tecnicos, tecnicos de los servicios —trabajadores sociales, educadores sociales, psicologos, sociologos, etc.— y comunicadores. Se analizan las relaciones entre la estructura del sistema —desde sus niveles legislativo, organizativo y financiero—, el modelo de difusion fruto de esa estructura y las consecuencias que se derivan en el nivel de conocimiento y en las imagenes que se forma la ciudadania sobre los servicios sociales. El trabajo emplea una metodologia que combina el analisis documental, el uso de herramientas cualitativas y cuantitativas de recogida de informacion, el analisis cualitativo de datos asistido por ordenador y el analisis estadistico, proporcionando unos resultados que permiten clarificar esas relaciones y realizar una serie de propuestas de actuacion que pretenden contribuir al debate actual sobre el perfeccionamiento de los servicios sociales publicos en Espana desde la perspectiva de la comunicacion. [ABSTRACT]This research realizes an analysis and there proposes a diagnosis on the current model of diffusion of the Spanish public system of social services developed by the public Spanish Administrations from the perceptions of the agents who take part in the public producing institutions of social services: political, coordinating technical personnel, technical personnel of the services —social workers, social educators, psychologists, sociologists, etc.— and communicators. Relations between the structure of the system —from his levels legislatively, organizationally and financially—, the model of diffusion produced by this structure and the consequences that stem in the level of knowledge and in the images that the citizenship is formed on the social services, are analyzed in this work. The research uses a methodology that combines the documentary analysis, the use of qualitative and quantitative tools of withdrawal of information, the Computer-aided qualitative data analysis and the statistical analysis, providing results that allow to clarify these relations and to propose a series of offers of action and applications that try to contribute to the current debate on the development of the social public services in Spain from the perspective of communication.
