This paper presents the results of a research work undertaken by the National University for the Ministry of the Environment. A System of Indices was designed for the follow up of the environmental management component of development projects under the control of the Ministry. The System of Indices was developed using a Balanced Score Card structure, adjusting the perspectives to the environmental content. The System was constructed to use up to third level indices and a scheme structured by stages is proposed in such a way that the results of one stage define the indices necessary for the following one. Finally, some recommendations are outlined and some obstacles are predicted.
