Conflicto armado, instituciones y gestión ambiental en Colombia: Dimensión ambiental de las políticas públicas del Gobierno Nacional para atender a la población en situación de desplazamiento forzado
The armed conflict has dynamics that affect the social and the environmental. One of the main strategies of the illegal armed groups to achieve political control, military, economic and social, has historically been the occupation of the territories, through the subjugation to his authority, or the taking of lands to owners. The latter has been the main cause of forced displacement in the country, in addition to social, environmental impacts generated by displacing much as the person who is forced to migrate to another place that is not their habitat to survive. The Colombian government is carrying out public policies designed to serve the affected population, which has an impact on the environment and natural resources, and that the environmental dimension is not being considered in any decision above all, for the issue of denuded land restitution. This study is intended that the national government to make decisions regarding the care and compensation to displaced people, not based on financial cost analysis, but public policies that are environmentally sustainable and socially equitable.
