The citizen participation like one of the foundations of the participative democracy is part of an education process that evolves with the individual. The education that is distributed with the new technologies represents a propitious option for the citizen education.Internet with its communicative and hypertextual conditions has allowed to the expressions of the political parties and the aspirings to exert positions of responsibility in the public life that begin to discover the power of the network. The concepts around teledemocracia have including different actions in the public life, like the electronic voting and the citizen participation. From this new field of the knowledge it is recognized as the debate, one of the fundamental pillars of the democracy (Habermans, 1987) and it becomes possible through the TIC. The communication, in its collective social practice, gives sense to this metaphor when it allows a space opened for the free expression, the dialogic interchange and the resolution of conflicts within a community (Yearling calf, 1998:183). the electronic forums, come turning the propitious space for the unfolding from this communicative activity. The article also presents/displays the experience in a population of Spain, where electronic forums with the spirit were made to give opening to the citizens in the expression of their trifles, those that were welcomed by the councilmen of the town.
