This article deals with Venezuelan policy and its recent interest in developing social proposals, according to territorial proximity levels between the governments and communities. As relatively new institutions, the Local Councils of Planning and Coordination of Public Policies as well as the Communal Councils, obey this initiative. In the light of the above, the conditions of a society’s democratic responsibility are visualized as organized toward communitarian management, and because putting this into action could re-legitimate government functioning, it produces satisfactory handling of the social projects and invigorates networks of democratic solidarity.
