The study of the Punitive Administrative Law as an autonomous area of law is a recent idea, since this area of knowledge did not have a life of its own, and it was supported on penal law. The non bis in idem principle is not an exception. This is evidenced in that the legislation in charge of the punitive activity does not approach this issue derived of the principle in the strictly administrative sector. For this reason, the decisions of the Constitutional Court are valuable as well as the development of the doctrine to be able to appreciate the reach of its content.
