The article presents the result of the formulation process and public discussion of the Policy for Bibliographic and Documentary Heritage Management in Colombia. The topic is introduced with a short review of the background and the regulatory framework of this policy, followed by the description of the formulation process and the methodology used in its public discussion and legitimation. The findings and conclusions describe the advances achieved in 2014 by the Policy and National Plan of Bibliographic and Documentary Heritage. The initial proposal was formulated from government institutions, but a public discussion and legitimation process was conducted to formulate an inclusive, participatory, and democratic policy.
