This paper analyzes the level of advancement of “La Locomotora de Innovacion” under the Juan Manuel Santos’ government. The innovation as an engine of sustainable economic development is shaped as a priority in the management of the Colombian Government, whereby different strategies and objectives have been set in the “Plan Nacional de Desarrollo 2010 – 2014” with the objective of generate an optimal environment that promotes the construction of technological and innovative initiatives in each social and economic area. For this purpose the government in “El Plan de Desarrollo Cientifico y Tecnologico 2019” published by “Departamento Administrativo de Ciencia, Tecnologia e Innovacion – Colciencias” has identified strategic areas of knowledge in which efforts must
