Lineamientos y estrategias de integración regional para la vereda Colombia (kilómetro 41), municipio de Manizales, Caldas. Aportes para una propuesta de desarrollo regional sostenible
Corregimiento 1 called Colombia, is located to the North-West of the Municipality of Manizales and occupies an area of approximately 4,332 hectares. The main human settlement is in Puente Colombia and has an average temperature of 25 ° C, its topography is flat and undulating. According to different studies that have been carried out, such as that of Corpocaldas in its Environmental Agenda (2002), the township is considered as an alternative to the agroindustrial pole and Industrial nucleus of Manizales. Its geographical location and environmental characteristics within the so-called Golden Triangle: Cali – Medellin – Bogota, as well as the progress made in the development of road infrastructure, the implementation of the railroad with the Tren de Occidente, the connection with the port project of Tribuga and the construction of the Aerocafe airport, make this territory is seen as strategic for the articulation with neighboring municipalities and departments from a perspective of sustainable regional development. For several decades, proposals have been formulated to promote the region that until today have not been specified, despite the fact that different actors, unions, politicians, community, civil society and academia, recognize the importance and convenience of the study area. What this master's thesis research seeks, based on the implementation of a descriptive-explanatory methodology, is to analyze whether the village of Colombia, a populated center Kilometer 41, due to its strategic location, its topography, road, railway and air, which are taking shape around it, as well as its agricultural vocation and the classification of the different land uses that have been given in the Land Use Plans, allow it to become a sub-regional development center, where can locate different activities in addition to housing, industry, agribusiness, or as has been raised in the studies carried out, allow the location of a dry port, a logistics platform or a free zone. However, and despite numerous unsuccessful attempts to consolidate the area as a regional development pole, this study provides conclusions of the time and existing opportunity to formulate and implement an ambitious socioeconomic development project, taking advantage of the existing comparative and competitive advantages, those related to its geostrategic location, mobility and connectivity with the rest of the country and existing regulations on territorial development.
