This research analyzes the contribution of the School Environmental Projects (PRAES) formulated by the Educational Institutions of the Municipality of Montería, the environmental problems addressed by them and the possible factors that influence the significant contribution for the sake of, the construction of public policy "Montería Ciudad Verde". Our constitution expresses a clear mandate to the EDILES (CP., 1991, art. 318), as entities that strengthen citizen participation through the management of local public affairs, it stands out in the analysis of this segment that 78, 9% of the councilors do not know the meaning of the acronym PRAE and only 21.1% have some degree of knowledge, through their participation in some activities programmed by the Educational Institution of their locality or commune. Regarding Educational Institutions, of the analyzed territorial entity, most of these are in the implementation stage, focusing on solid waste management, represented by 73.7%, this result is similar to that obtained by Wilches, Gil and Cañal (2010). One conclusion that encompasses everything that happens around the PRAES is that what is established in the normative frameworks that endorse these projects is not complied with, and there is no comprehensive connection between the social actors that can bring them to fruition as axes of local and municipal environmental policy.
