Abstract:

This academic work focuses on establishing the implications generated by the securitization of irregular migration in the context of the bilateral agenda between Mexico and Guatemala, against human rights of Central American migrants seeking passage, in an irregular, to Mexico for the United States. This, on the period of analysis from 2008 (the year that Mexico and Guatemala undertake further in border securitization) and 2010 (time of great evidence of human rights violations of migrants). To this end, this paper makes use of degree of securitization theory developed by the School of Copenhagen from a constructivist perspective, which in turn is part of Paradigm Reflectivista the discipline of International Relations. In this regard it should be clear that are taken as reference especially some contributions from Ole Wæver, regarding the impacts of excessive securitization, which is the tendency of governments to raise all the problems (social, political, economic, etc.) to security level; reason the author warns of the need desecuritización of certain issues, such as migration, not necessarily have to be raised to that level.
