This thesis work aims to determine the incidence of the Red Unidos strategy in the development of higher education project of the young participants in Ciudad Bolívar, in the period between 2010 and 2014. First comes a descriptive review of the design and operation of 11th goal on higher education. Following this, the achievements and limitations of public policy related to the development of higher education project for young people in Ciudad Bolivar, are identified and general recommendations on the limitation that according to Vester matrix showed a greater degree of relevance will be offered.
