The interest of this paper is to show the relationship between political power and language. This relationship was studied in the speech of former President Alvaro Uribe Velez, during the presidential term (2002-2006), who built a particular way of understanding the so-called Democratic Security Policy. for This effect explains the theory applies and Teun Van Dijk and four elements: action, context, power and ideology, and complementary concept of what the Political Carl Schmitt. These theories allow us to understand what the relationship Discourse, legitimacy and the exceptional, considering that the discourse is a communicative event that can be worth a ruler to justify the exceptional use of power.
