The land management public policies encompass multiple implications. On the one hand, they define visions of occupation of the territory and, on the other, they establish mechanisms to achieve them. The northern part of Bogota awaits a model that allow its occupation with urban purposes. This research presents the implications and ways from which the occupation of the area has been theoretically supported, and the existing contrasts on the city model with which each one of them are associated. The expansion of the city highlights discussions on what should be a city, that keep changing over time in hand with speeches, interests and ideologies.
