The goal of this paper is to identify the role played by instruments and nation states in the approval of the mandate by the MAPP/OAS in 2004.The instruments as source of regularity and lawfulness in the actions taken by the organization and the active role taken by the Mexican, Panamanian, and Argentinian goverment among others that proved crucial to the approval of the proposal put forward by the Uribe administration in 2003. Lastly, a revision to the institutional neo-liberal theory and the concept if "regime" will be made in order to present a therorical explanation to the actions taken by the OAS and of the international regimes when dealing with the creation of a especial task force in Colombia.
