Implementación de los acuerdos marco de precio como manifestación de la teoría de la gobernanza regulatoria promovida por la ocde en Colombia: un análisis de la afectación a los partícipes del proceso de contratación pública
The Colombian Government has been implementing reforms to achieve the regulatory governance theory widely promoted in the global scenario, mainly by actors such as the Organization for Economic Cooperation and Development (OECD). One of these reforms incorporated into the legal system is the tool of Price Framework Agreements (PFA), through which the Government seeks efficiency and speed in the acquisition of goods and services by public entities. This research analyzes the relevance of this implementation within the legal transplant theory framework and the state's role in the global scenario. It seeks to analyze the impact of the actors within the procurement process in a state like Colombia, where social dynamics of all kinds are characterized by their heterogeneity. Therefore, the research is justified as it contributes to the discussions on the social implications of public procurement as one of the economic sectors that generates the largest percentage of the Gross Domestic Product and the usefulness of implementing regulatory and management models of foreign influence.
