The objective of this paper is to present a diagnosis of the Border Plan of Prosperity at the archipelago of San Andres, Providence and Santa Catalina, led by the Ministry of Foreign Affairs during the first government of Juan Manuel Santos. To accomplished this end, the article aims to describe the political, social, economic and cultural situation at the Archipelago; explain the main policy tools used by governments to improve the political, social and economic conditions at these islands; and finally, evaluate the Border Plan of Prosperity in the light of public policy approached implementation “botton-up” to identify strengths, weaknesses, opportunities and threats, in order to provide recommendations to developed virtuous public policy.
