Transformación del discurso de la política nacional de atención y reparación a las víctimas en Colombia (2005-2012): una mirada desde el análisis narrativo de políticas públicas
The objective of this paper is to analyze the discourse transformation of the attention and reparation policy between Alvaro Uribe’s and Juan Manuel Santos’ governments. It studies how different policy narratives use power strategies to influence the formulation process in the attention and reparation policy. Using Narrative Policy Analysis by Emery Roe, it construct a particular methodology to understand this phenomenon. Thus, it identifies contextual and discursive strategies used by dominant narratives to gain position in the formulation process of this policy.
