The objective of this case study is to analyse and describe the public policy responsible for providing consular assistance to the Colombian people arrested in Mexico. This policy, implemented in the first government of President Juan Manuel Santos Calderon, has helped improve the situation of nationals deprived of their liberty, strengthening the institutional figure of the Ministry of Foreign Relations through the Consulate and the tools used during his administration. However, following the theoretical perspective of Richard Elmore, it emphasizes the importance of the participation of various actors in the process of implementing the public policy, making recommendations that are seeking to contribute to the policy to respond to the social reality that are living the arrested nationals.
