The objective of this paper is to analyze how the debate affects the gestation process of governance in the Interlocal Development Agenda Kennedy-Bosa, citizen participation project in Bogota. Through the document it can be demonstrated that the debate: 1) allowed the social organizations, in the Interlocal Agenda, engage in horizontal relationships; 2) enabled the interaction of multiple actors in the city, including District Secretariats and private entities; 3) promoted dialogue and exchange of ideas as a means for solving problems identified in the towns of Bosa and Kennedy. To prove this, participant observation and interviews were made in which the decision-making process and the interaction of the actors in the Agenda was evidenced.
