Since the arrival of Hugo Chavez to power, the Venezuelan government has issued a series of official pronouncements stating that Venezuela is in danger of a possible aggression by the United States. in this regard the Venezuelan government has focused on strategies generally using oil as a political tool to respond to such threats. With the above said and taking into account the importance of energy issues in the world, this research seeks to analyze the Petrocaribe agreement as a strategy beyond their economic and social aims seeking to strengthen Venezuela's safety perception against the United States.
