Se asiste a una epoca de cambios en la naturaleza y alcance de la gestion publica de los sistemas educativos en el mundo, America Latina y Colombia.; [EN] This thesis is about the continuous change of the knowledge society, characterized by globalization of the world, technological advances, and demographic change in position, it is necessary that not only each country but all humanity, rethink all political schemes, economic, educational and management, within which there are three global movements: Release of markets, democracy and decentralization.
