The purpose of this article is to determine relevant factors that influences user participation decisions in the Forestall Incentive Certificate (CIF, a Colombian reforestation program) on West and Atlantic Coast CORPES regions during 1995-1999. The results indicate that the fundamental aspects which move users to take in the program are size of new CIF plantations area and those which discourage them, cost of establishment, maintenance, and opportunity costs due to waiting time of disbursement of CIF payment.
