Venezuelan law states that, "all people have the right to health care. Public officials are responsible for the maintenance of public health and will provide the means for prevention and assistance to those who do not posses those means." (Art. 76 of the Venezuelan National Constitution that embodies the rights of Venezuelan citizens — my translation).
