From the understanding of urban management as the union between the demographic, territorial and governmental factors, this research involves, as a transverse topic, the current concern about tourism. Tourism is considered as a propel axis of the economy, the politics, the environment and the society of regions with special cultural, historical or ecological interests. The document states the bases for the proposal of a model applicable to regions with touristic expectations from the definition of key concepts in three fundamental aspects: the land use planning in inter-jurisdictional fields, necessary in a touristic approach; the touristic development as a discipline and as an economical sector of land range focused from the supply; and the competitiveness as a goal determined by national policies referred to the visitor’s satisfaction. Likewise, the research presents the implementation of the model in Boyacá, providing the region with adecuade procedure tools in the interaction between touristic action and land action.
