The objective was to analyze cultural entrepreneurship for social development in ethnic communities of the Special Tourist and Cultural District of Riohacha. Cultural entrepreneurship was dimensioned in factors that foster cultural entrepreneurship and economic structure, methodologically it took quantitative approach, applied research, field, non-experimental; its instrument was the survey, validated by 3 experts; with reliability Crombach's Alpha index 0.79; the population was 86 families and optimal sample of 70. The results showed that in factors that foster cultural entrepreneurship, respondents, almost always saw the occurrence, for their entrepreneurial spirit, innovative tendency or management strategies in cultural business. In economic structure, they occasionally observed costs, expenses and investments; in cultural initiative they agreed that ethnic communities have cultural expressions recognized as identity of the territory for entrepreneurial development. In the inventory of cultural resources, they agreed in their determination, because they recognize the production of handicrafts and from their own cosmovision they are promoters of social development. It was concluded that the factors that promote cultural entrepreneurship in ethnic communities of the Riohacha District are almost always the entrepreneurial spirit and innovation as the management strategies adopted for their cultural businesses
