<p>The territorial innovation systems (TIS) require proposing actions that lead to strengthening the capacities of the local actors to activate localized agri-food systems (SYAL). The objective of the research has been the evaluated capacities for knowledge management (KM) that can condition the activation of the SYAL. A multi-criteria model was developed and subjected to estimation with experts, and in its evaluation a choice experiment was used to evaluate the capacities for the CG stakeholders SYAL of cocoa in the western province of Boyacá, Colombia. The low performance of individual capacities for reciprocity, agreement, trust, and solidarity, as well as communication as an organizational capacity of producer organizations, merit the design of actions to strengthen them that lead to the activation of the SYAL.</p>
