La incorporación de los Antiguos Espacios Territoriales de Capacitación y Reincorporación- AETRC en el ordenamiento territorial y su incidencia en la construcción de paz territorial-local Caso de estudio: AETCR La Fila, Icononzo, Tolima
The former spaces for training and collective reincorporation into civilian life of former FARC-EP combatants are novel figures resulting from the Final Peace Agreement, in terms of disarmament, demobilization and reintegration-DDR in Colombia without precedent in international experiences of solution to internal armed conflicts, as well as in terms of territorial planning. They are spaces in transition from temporality to permanence of a settlement product of a peace process, facing great challenges for its formalization and incorporation into the territorial ordering, under criteria of participation and sustainability of the ex-combatant population. Therefore, this work raises the following research question: What are the relationships and tensions that exist between the proposals for territorial planning of the State at the central and local levels and the emerging territorial planning of the population in the process of collective reincorporation in the Old Territorial Space for Training and Reincorporation (OTSTR) "La Fila" in Icononzo, Tolima? The general objective of the study is to analyze the proposals and tensions on the territorial ordering of the state at the central and local levels to include the OTSTR “La Fila” in the municipal ordering scheme and the emerging territorial planning proposal built by ex-combatants in the process of collective reincorporation in space. Due to the above, the research proposal focuses on three specific objectives: (i) advance in the characterization of state land-use planning proposals, identifying their budgetary, planning and multilevel articulation limitations, at the same time characterize the emerging ordering proposal from the territory of the signatories of the Final Peace Agreement, (ii) the evaluation of the figures of the existing territorial order based on the legal criterion and its application in the incorporation of the OTSTR in the territorial order. In this way, the relationships and tensions that would imply the formalization and incorporation of the OTSTR in the territorial ordering and implementation of the Peace Agreement were identified. The theoretical framework is integrated by the study of the concepts of territory, territoriality, from which progress is made in specifying references on state territorial planning and alternative planning proposed from the communities that inhabit the territories. The research was approached from a case study, through a qualitative methodology, which allowed to characterize the relationships between the proposals for land use planning at the central and local levels of the State and the ex-combatants in the process of reincorporation of the OTSTR of “La Fila” in Icononzo, Tolima, given its connotation as a "pilot" project for the process of formalizing the OTSTR in the legal system; in addition, for its advances in the framework of self-management in proposals for rural development and planning of the territory of people in reincorporation processes, whose analysis was carried out from a prospective approach. This work exposes relevant international experiences of disarmament, demobilization and reintegration processes (DDR) and their differences with the Colombian case, providing the explanation that it is a novel process, mainly due to the collective nature of the reintegration into civilian life of former FARC combatants. In turn, this study contributes to the discussion on the importance of recognizing the territoriality of reincorporation for the advancement of the process and the debates on the construction of territorial-local peace.
