The objective of this project is to propose guidelines for a program aimed at improving road safety conditions and responsible use of bicycles as a means of transportation in the municipality of Soacha. As a method, the project design is defined as non-experimental, descriptive, correlational, cross-sectional and mixed, a semi-structured survey is presented as an instrument for information collection, the sample was at the convenience of five experts on the subject. The main findings showed as categories of knowledge; strategies for strengthening citizen participation, public policy, program, strategy or project, infrastructure and road safety. The weakest relationship identified in the category is strategies for strengthening citizen participation with 5 citations and directly with 1 code. This finding justifies the design of a territorial management proposal to improve road safety conditions and responsible use of bicycles as a means of transportation in the municipality of Soacha based on the collaborative governance methodology. Thus, the guidelines to generate a strategy were identified. Thus, a solution proposal was developed in three axes: strategies to strengthen collaboration or citizen participation, use of digital platforms and technology and infrastructure.
