Failure to comply with rules of coexistence is perceived by citizens in different environments as a recurring behavior that leads to acts of violence. In an initial survey carried out in the La Vecindad sector, in the Altos de la Pradera neighborhood, in the municipality of Pradera (Valle del Cauca), on the way in which community activities are carried out, it was learned that the government does not make specific allocations to attend to the problems of neighboring coexistence and the residents respond in a conjunctural, individual, violent and unstructured manner against the violator of the rules of coexistence. This inability of the government to respond is interpreted by some authors as discrimination by the authorities towards citizens. This applied research developed from a practice based on diagnosis was positioned from the collaborative governance approach at the community level to produce, in a participatory logic, those elements that could be used by residents for the management of neighboring coexistence problems. The purpose of this inquiry was to design an initiative based on collaborative governance promoted by residents for the management of the collaboration agreement on neighborhood coexistence problems. To achieve this result, a diagnosis of collaborative capacities was made, then a collaboration agreement was formulated and the intervention strategy was designed using the theory of change. Among the results, informality stands out as an attribute of the organizational structure of operation and of the interaction process, as well as the lack of a common or shared vision of the residents of the La Vecindad sector. As a warning, it is concluded that the regulation of social behavior is done by unconsciously claim and without adequate resources for it, so that a direct consequence is the containment of rejected behavior or escalation until it manifests as circumstantial delinquency.
