Despite being adopted in 2018 and updated in 2020, the San Gil Youth Public Policy (PPJ) has not been implemented in accordance with its purpose, so it was necessary to carry out a coherence evaluation against the other social policies and the political agenda of the municipality; as well as its relevance to the priority problems of young people and the existing institutional response. It is possible to observe the obstacle that the development plan (PD) becomes due to the fact that the PPJ does not incorporate its own action plan and is subject to the strategic axes of the PD, which incorporates goals focused only on the priority problems of three of the lines of action and not the seven established by the PPJ.
