This article addresses the right of people with visual disabilities to access effective and quality higher education, focused on the inclusion of students with this condition of functional diversity at the Autonomous University of Guerrero (UAGro), taking into account the framework le-gal and regulatory conventions, which refer to fundamental rights and their incorporation into educational enjoyment in training for life, at the international, national and subnational levels. In this sense, the Law, education and inclusion are related to the objective of protecting the State and civil society in their fields of action, to grant human and civil rights to people with visual disabilities. Only under this legal and social perspective can a democratic society be developed, in balance and de-velopment with justice, which provides an effective education in higher educational centers. As a research structure, a theoretical and methodological framework focused on the socio-legal aspect with a qualita-tive approach was used, which incorporates collection and processing techniques to address the educational and legal phenomenon through bibliographic review and analysis, observation and interview, which were developed through the use of recording instruments and analysis, in order to show the prevailing situation in this educational institution. Based on the results obtained, strategies are described, evaluated and proposed so that the UAGro inscribes an inclusive higher education in its structures.
