This article reflects on how the sovereignty of the Colombian state has been affected, both in the civil wars of the 19th century and in the recent internal conflict, with the struggle for territorial control as the axis of analysis. To overcome this situation, regional recognition is proposed from administrative and fiscal autonomy, assuming as a transversal factor the democratic practice of citizens in the regions. These two assumptions allow for the consolidation of state sovereignty in the nation’s citizens, since this sovereignty is affirmed to ensure that public policies for the welfare of citizens reach all territories.
