Researchers make an effort to show the reader an analysis of the methodological model and techniques that have been designed so that authorities of the countries that make up the “Inter-American Human Rights System” have the capacities to measure and assess the compliance and impact of human rights of a civil, political, social and cultural, especially the compliance and impact of the rights that are being addressed by the judgments issued by the Inter-American Court of Human Rights. To achieve this purpose, researchers guide their study and rely on the methodological horizon included in the “Progress indicators for measuring rights under the protocol of San Salvador”, “Human Rights Indicators: A Guide to Measurement and Implementation of the Office of the United Nations High Commissioner for Human Rights” and other methodologies.
