This paper analyzes the opportunity that a small city located in the north of Colombia, called Bucaramanga, can implement the concept of "smart city", an analysis of the current laws that can help in urban transformation is made, as well as a recent study carried out by the Colombian Ministry of Technologies in which different variables such as quality of life, economic development, governance, among others are analyzed, ends with an analysis of the efforts that have been made so far to consolidate Bucaramanga as a " smart territory ", and can be a benchmark for Colombia and Latin America
