In March 1996 member countries signed a Reform Protocol of the Cartagena Agreement, in accordance with which the grouping was reinstituted in August 1997 as the Comunidad Andina de Naciones. It is the main policymaking organ of the Andean Community, and is responsible for co-ordinating Andean trade policy. The Andean Community General Secretariat dispatches observer teams to monitor elections in member states. BioCAN has supported workshops of Andean Community wildlife officials and experts that aimed to address, respectively, proposals for an appropriate subregional co-ordination mechanism to combat illegal trafficking in wild Amazonian flora and fauna; and the management of Amazonian areas, with a special focus on priority species. In July 2017 the Andean Community and the Amazon Cooperation Treaty Organization determined to update a mutual Memorandum of Understanding to provide for the intensification of joint work on promoting the conservation of biodiversity, wildlife and genetic resources in the Amazon region.
