In higher education institutions in Colombia, requests for needs in the management of technology resources present flaws in the application of techniques; that project resources over time for decision-making in terms of functionality, operation, and inventory. Therefore, this research is applied at the Catholic University of Colombia, which has the existence of Technology of the information and communication (for its acronym in English, ICT) resources infrastructure as tools to support education. In which there is the problem of not having a formal process of technological requirements; which generates incorrect requests by the coordinators of the ICT resource divisions according to their criteria, without any standardized process that responds to immediate needs. For this reason, the objective is to create a system dynamics model that simulates the population sustainability of ICT educational resources, facing the needs of the student's population, based on the concepts of the Forrester world as support for technological management. The research was developed under a correlational approach of the factors that affect the response and quasi-experimental variables, on the natural situation where the variables of importance can be controlled, and determine the characteristics on the effect obtained in the simulation techniques. Through the literature review, records, physical and virtual documents of the university, a statistical study of the historical behavior is made; with the use of the Ithink10.0.3 software for academic purposes and the Vensim application as a graphic tool, to obtain conclusions. Results that present as a contribution to the literature in the field of HEIs, the use of techniques such as system dynamics, which helps decision-making and investment projection that is made in the development plans of endowment and resource management ICT educational.
