The health system is made up of a set of elements, tools and procedures, among which the management of the participation of social organizations stands out. The purpose of this article is to analyze citizen participation in the Health Security System in Colombia, seen as a tool for social control of the actions carried out in the provision of the service. In the Colombian legal system, citizen oversight bodies as actors of civil society are envisaged for this task, which positively affect the consolidation of the Social Rule of Law, facing corruption as a possible threat to the management of public resources. This was carried out under a qualitative methodology, using questionnaires, identifying the main functions of social oversight, which positively impact the supervision of the management of the Colombian Health System. As results, they highlight that, in relation to social and technical controls, it is necessary for social actors and supervisors to know and understand public health policies. In addition, they require educational and training processes. It is concluded that there is a lack of implementation of effective mechanisms that guarantee the quality and coverage of health services.
